The OFT published its review of undertakings by Macfarlan Smith Limited (MSL) in March 2006, in relation to their position in the market for opium derivatives. The OFT noted that opiates are strictly licensed by the home office, and that operation of this licensing system gave MSL a near-monopoly. The OFT therefore recommended that Government take competition into account when setting licensing policy.
