Local Better Regulation Office

Created in 2007, the Local Better Regulation Office (LBRO) aims to improve the performance of local authority regulatory services.

What does the LBRO do?

Following the recommendations of the Hampton Review, the LBRO has been set up to work with local authorities to deliver consistent, risk-based enforcement.

The LBRO's role is to improve local authority enforcement of environmental health, trading standards, licensing and fire safety services. It aims to promote consistency and best practice in regulatory enforcement.

How will it deliver?

In May 2007, LBRO was established in shadow form as a Government-owned company. Its main aim is to support local authorities to regulate more effectively and consistently, reducing burdens on business.

It will work with a wide range of partners across local and central government to build on the good practice already being introduced.

It also has a programme budget to help trading standards and environmental health services deliver best regulatory practice.

The Regulatory Enforcement and Sanctions Act 2008, has converted the LBRO into a statutory non-departmental public body, and given them powers to deliver improved targeting and consistency.
