The set underpins the new performance framework for local authorities. It delivers the Government’s commitment set out in the Local Government White Paper Strong and Prosperous Communities to introduce a clear set of national outcomes and a single set of national indicators by which to measure them.
After a period of consultation, Communities and Local Government published final definitions for the priorities.

Many of the outcome indicators will rely on the work of Local Authority Regulatory Services, such as trading standards, environmental health and licensing services to deliver improvements.
These include indicators that relate to the priority areas outlined in the Rogers Review, including health and safety, food safety and fair trading.
The set of indicators also includes “Business satisfaction with local authority regulatory services”.
Improving the quality of regulation, including how it is enforced and administered is important to the UK economy. Local authority trading standards, environmental health and licensing services have direct day-to-day relationships with business.
This indicator (NI 182) measures whether businesses think they have been treated fairly and helpfully by local authority regulators. By specifically measuring this, we aim to inspire local authorities to recognise the important contribution regulatory services make to local and national priorities, and inspire regulatory services to recognise their own role in supporting local business.
