Individual Voluntary Arrangements (IVAs) were introduced by the Insolvency Act 1986 as an alternative to bankruptcy. It was envisaged that they would provide a rescue and rehabilitation process for 'business generated' personal insolvency. Following academic research into IVAs the Insolvency Service facilitated a forum of interested stakeholders. That forum led to the Insolvency Service forming an independent stakeholder Working Group to examine how the IVA regime might be improved. This report summarises the Working Group's findings and conclusions.
