This consultation follows up on the commitment in the Energy Review report to consult with both industry and consumers on:

  • the effectiveness of current gas security of supply arrangements
  • their robustness as we move to higher dependence on gas imports over the next 10-15 years
  • whether new measures are needed to strengthen them.

We explained in the Review report that we continue to believe that well-functioning markets are the most effective mechanism for ensuring adequate investment in gas infrastructure.

This consultation document:

  • considers in greater depth what we actually mean by security of gas supply
  • examines the extent to which the current policy framework is likely to deliver security of supply
  • assesses the new challenge faced as the flexible sources of near-to-market gas in the UK Continental Shelf decline; and
  • seeks views on the costs, benefits and risks of some possible adjustments to the current commercial and regulatory framework to strengthen our ability to rise to that challenge
