Licencing Offshore Electricity Transmission Consultation - November 2006

This was a joint consultation undertaken by the DTI (former BERR) and Ofgem. It forms part of an on-going process by the Government to establish the necessary regulatory framework for delivery of large amounts of offshore renewable electricity generation.

This paper set out two options for licensing the transmission connections between generators located in offshore waters and onshore electricity networks.

One option for the connection of these generators was a non-exclusive system where an offshore transmission owner license is granted to any party that can satisfy relevant application criteria. This system would allow these parties to compete with each other for the right to build, own and operate offshore transmission connections.

The second option was an exclusive system based on onshore transmission network arrangements, where a single transmission owner would be responsible for responding to connection requests from generators in a certain offshore geographical area.

The Government announced on 28 March 2007 its decision to implement the non-exclusive option as the licensing model for offshore transmission owners. The Government Response, containing the detailed decision and a summary of responses is available below, along with the updated partial RIA.
