This was an initial consultation by DTI and Ofgem on a security standard for offshore networks.
In the context of developing a regulatory regime for offshore electricity transmission, an expert advisory group (the Offshore Transmission Experts Group or 'OTEG') was set up to advise DTI and Ofgem on technical issues, including the application of the Great Britain Security and Quality of Supply Standard (GB SQSS) in the offshore environment.
The GB SQSS defines the minimum security requirements for the onshore electricity transmission network. An OTEG subgroup was asked to consider if the security requirements offshore would need to be different and, if so, to consider the justifiable levels of security for offshore electricity transmission networks.
This DTI and Ofgem initial consultation document summarising the results of this review work and invited views on the subgroup's recommendation for minimum security requirements for offshore electricity transmission networks.
The Government Decision was published on 2 April 2007 to broadly accept the majority of these recommendations, and the full, detailed decision is set out in the Government Response below.
