2007 REVIEW OF EXPORT CONTROL LEGISLATION
At the time of the introduction of secondary legislation in May 2004 under the Export Control Act 2002, the Government made a public commitment to undertake a Post Implementation Review of the new controls three years after introduction, in accordance with Cabinet Office ‘Better Regulation’ Guidelines.
This consultation, which was launched on 18 June 2007, sought the views of respondents to evaluate the impact and effectiveness of what we did in 2004 and, where appropriate, assess possible options for changes to the controls, including in relation to trading in military goods conducted by UK persons overseas; the provision of ancillary services such as transportation; the production of controlled goods overseas under licence from UK companies or by UK subsidiaries; the transfer of equipment for military use in embargoed destinations; and restrictions on the export of goods that could be used for torture.
The consultation period ended on on 30 September 2007. The Government received a total of 23 substantive responses from a wide range of organisations and over 5000 emails and letters from individuals. You can view the public consultation responses and background on the review.
The Government published its Initial Response on 6 February 2008, a Further Response on 21 July 2008 and an End of Year Response on 12 January 2009.
