Non Proliferation - Global Threat Reduction Programme - Programme Management

All UK Government support for its global threat reduction work, including the Global Partnership programmes, is overseen by one Ministerial Oversight Board supported by a Foreign and Commonwealth Office chaired Programme Board. These ensure that all the work is provided with strong political oversight and strategic direction both in terms of future priorities, and that there is an appropriate public and Parliamentary profile for the Programme.

While the Oversight Board provides the overall strategic direction for the programme, the selection and implementation of projects is the responsibility of technical steering groups established by BERR for the nuclear programmes, and MOD for the chemical weapons destruction and biological programmes. These make full use of the expertise across Government and independent technical advisors to manage the individual programme areas, and advise on priorities and selection of projects. Both BERR and MOD have experienced teams overseeing the management by highly skilled private sector project managers of the UK’s Global Partnership project portfolio. These project managers are selected by open international competition, in accordance with European Commission rules on Procurement.
