We have been reviewing our energy and climate advisory arrangements and, following the publication of the Energy white paper: meeting the energy challenge in May 2007, we have established a new Energy and Climate Security Panel to advise us on these issues.
The Panel is representative of a small core of advisers drawn from a variety of fields who can take a broad strategic view of energy and climate change issues. Membership includes individuals with collective experience of energy and the environment, the energy industry, regulatory economics and the financial sector.
The Panel will advise on the climate change and energy work programme and specifically on a programme for expert seminars to provide targeted advice for the Government on specific topics.
Member Name | Position |
| Dieter Helm | Professor of Energy Policy, University of Oxford |
| Geoff Horton | Founder Horton 4 Consulting |
| Brian Count | Chairman, Progressive Energy |
| Keith Palmer | Chairman, Cambridge Economic Policy Associates |
| Dennis Anderson | Emeritus Professor of Energy Studies, Imperial College London |
| Peter Davies | Chief Economist, BP |
The points and views expressed in the minutes are those of the individual members but they do not necessarily constitute an agreed position by the whole Panel. Members are appointed in their capacity as independent expert advisors and there is no requirement that the panel should adopt agreed positions in its discussions.
Minutes of the meetings will be posted on this website.
The seminars bring together policy officials and external expert advisers to discuss specific climate change and energy issues.
