Reform of the Renewables Obligation & Statutory Consultation on the Renewables Obligation Order 2007

Following the 2006 Energy Review, the Government announced a number of proposals for changes to the Renewables Obligation (RO).  These changes would provide differentiated support levels to different renewables technologies and give additional certainty on long-term Renewable Obligation Certificate prices.  These changes to the RO will require new primary legislation and so will not be introduced until towards the end of this decade at the earliest.

On 9 October 2006 the Government published the Reform of the Renewables Obligation & Statutory Consultation on the Renewables Obligation Order 2007 on these proposals. This closed on 5 January 2007.

In addition to these longer term changes the consultation document contained proposals for a small number of more limited and detailed changes to the Renewables Obligation legislation that it is proposed to bring into force for 1 April 2007.  This part of the consultation closed on 15 December 2006 and decisions on the way forward can be found in the Government Response.

As part of the Energy Review, DTI (now BERR) commissioned work on aspects on co-firing under the RO.
