The then DTI was the first Whitehall Department to introduce Common Commencement Dates (CCDs). These are two dates each year (6 April and 1 October) on which new legislation is introduced. This provides business and stakeholders with greater clarity and awareness about forthcoming regulatory changes, helping them to plan and budget for new measures and reduce costs.
Piloted by the then DTI in 2004 for employment law, they've now been extended to all BERR policy areas.
BERR sets out in advance all the legislation to be introduced on each common commencement date, and also indicates any other forthcoming changes which occur on other dates (for example due to a pre-announced in-force date or to EU or international obligations).
Business leaders have welcomed CCDs saying they give more stability and certainty to companies, employee representatives and individuals.
