In 2004, the Government instigated a Peer Review to independently assess the methodology by which fuel poverty figures are calculated. The review was conducted by Tom Sefton of London School of Economics' Centre for the Analysis of Social Exclusion (CASE), and Professor John Chesshire.
A consultation process informed the Peer Review, and ran from April to July 2004.
In July 2008, the Methodology group set up as result of a peer group recommendation agreed that the recommendations within the review had been addressed in subsequent work and completed. BERR will continue to ensure the methodology employed is the most suitable and up to date and the methodology group will continue to meet regularly.
