What is the BSSP Policy Framework?

Simplifying the support Government provides for businesses is about better service for customers through a coherent, coordinated and consistent support system. The Policy Framework sets out how this ambition will be reached by 2010.

A simpler system

A streamlined government support package has been developed called ‘Solutions for Business’. This consists of 30 support products with a common look and feel that is accessible via Business Link.

Products target common business issues and fill the void where there is a market failure in provision or an equity gap, for example in deprived areas or among excluded groups.

Regional funders, such as RDAs, will have a role in deciding how much money to put into each product and whether or not to make all products available in their area. Local Authorities can choose to co-fund products in their area. In addition, it is recognised that variation of the national products may be needed to meet exceptional business challenges, so products have some flexibility around the core offer.

Shared design and delivery

To ensure consistency, ‘Solutions for Business’ has been developed under a shared framework agreed by central, regional, local government and the business community. This covers design, procurement, marketing and branding, evaluation and measurement.

A more straightforward system with greater focus will result in better outcomes for customers and is likely to increase take-up whilst making provision targeted and cost efficient for suppliers.

A Transition Management Board has been put in place to ensure ‘Solutions for Business’ products and their delivery remain simple, fit-for-purpose and lean.

Business Link as the first port of call

Business Link is the first port of call for information and introduction to specialist expertise from the private, public and voluntary sectors. Any business or individual contacting Business Link for advice – be it via phone, face-to-face or web – should receive personalised, targeted, useful support.

Business Link will refer customers to ‘Solutions for Business products alongside products from the private and third sectors.
