UN and EU Sanctions on the Democratic Republic of Congo

NOTICES TO EXPORTERS - 2008/17 - 28 JULY 2008

Details of Council Regulation of 15th July 2008 which amends Council Regulation (EC) No.889/2005 and UK implementing Legislation.

  1. The European Union adopted Council Common Position 2008/369/CFSP on 14 May 2008 concerning restrictive measures against the Democratic Republic of Congo (DRC) integrating measures contained in UN Security Council Resolution 1807 (2008). The new measures modified the scope of the restrictive measures on certain technical assistance.

  2. Council Regulation (EC) 666/2008 was adopted on 15th July 2008 and implements those measures set out in the Common Position.

  3. The new measures modified the scope of the restrictive measures on certain technical assistance so as to limit the restrictions to non-governmental entities and individuals operating in the territory of the DRC.

  4. BERR has subsequently issued implementing legislation, The Export Control (Democratic Republic of Congo)(Amendment)(No.2) Order 2008 (S.I. 2008/1964), which entered into force on 24 July 2008. The Order amends the offences to reflect the changes made to the prohibitions at Article 2 of the Regulation.
