Individual stakeholders or groups of stakeholders (e.g. trade associations and consumer groups) were also welcome to contact the Review team to discuss specific issues on an ad-hoc basis. The Commission asked for initial input on the review of the EU regulatory framework for electronic communications and services including review of the Recommendation on relevant markets.
The EU regulatory framework for electronic communications aims to encourage competition in the electronic communications markets, to improve the functioning of the single market and to guarantee basic user interests that would not be guaranteed by market forces. The framework provides a set of rules that are simple, aimed at deregulation, technology neutral and sufficiently flexible to deal with fast changing markets in the electronic communications sector.

The Implementation Report is a survey of the progress of and issues with the implementation of the Package of Directives across all Member States. The content and conclusions of this report will feed into the Commission’s view on the scope and priority areas for the Review.
